Heat gas or charcoal grill to medium heat.
Roughly chop rosemary until have about 1 teaspoon. Add to a small bowl and mix in sugar, vinegar and garlic.
Sprinkle chicken w/ salt and pepper and put on grill, skin side down.
Grill for 10 minutes before brushing w/ glaze and flipping.
Brush more glaze on chicken and grill for another 10-12 minutes or until chicken cooked through.
