Spray slow cooker w/ non-stick cooking spray and add frozen chicken.
In a med. bowl, whisk together soy sauce, vinegar, brown sugar, honey, orange marmalade, ginger, garlic and pepper. Pour over chicken.
Cover and cook on low 6-8 hours or until chicken tender.
When chicken cooked through, start cooking rice.
Remove chicken from slow cooker and pour remaining liquid into a small saucepan. Heat over med-high heat.
In a small bowl, whisk cornstarch and 1 ½ T cold water together. Whisk mixture into saucepan.
Allow mixture to boil or thicken (about 20 seconds.)
Put chicken back in slow cooker, pour sauce over top and stir to coat.
Serve chicken and sauce over rice.
